He has cerebellar hypoplasia – a condition where the brain has difficulty with motor function due to less cerebellar volume/size. Although bateleur eagles are well known for their ability to travel and glide long distances, he has difficulty due to the wobble in his legs. This is mitigated by his stabilization leg pieces, which allow him to walk better with less clumsiness.
